Deere model A carb problem

Tried to get an old A model Deere operational for the pumpkin patch this year.
the carb fuel bowl was full of water, as was the carb itself. we drained the water and cleaned the unit, and tried to run the tractor

now when we are idling the engine, the idle seems to lunge like the throttle was whipped open, even though it isn't. I'm trying to figure out if it's just the float and needle, or is there something else i should be looking at?
anyone else have a lunging problem? what fixed it?

Does the governor cause the surging, can any movement be seen at the throttle shaft?

There is a jet that you should pull out and clean.
Remove the bowl and look straight up to see it. Find a wood screw that will just start to catch hold of the inside (10 or 12?) and thread it in until it catches. Gently pull the jet straight down with vise grips on the wood screw. I suspect you'll find that the holes in the side of the barrel of the jet are clogged.
