Welder will start and run in full choke position. Closing choke kills machine. Governor acting crazy. Will not load up when welding.

Sure sounds like a fuel supply problem----maybe trash in the tank, or strainer?
We have an old SA 200 here, and there's a shut off with a strainer beneath the tank. From time to time, I've had to take it off, clean it out, etc.
I do know they have to run at a certain rpm, in order to generate enough voltage (7-9 DC, I think), so that when you strike an arc, the rpm will come up. Maybe yours is running too slow?
Good Luck!
