what works best to clean up some old, rusty milk cans before painting them for decorations ?? tried sanding , how clean do they need to be ? wifes project.

I have cleaned up milk cans with Naval Jelly. It worked well and cleaned it so that the paint job has lasted 15 years!
You can get Naval Jelly at any good hardware store.

Some of the tractor guys use electrolysis to clean up rusted stuff including gas tanks. I wonder if it would work for your cans. Do a site search for "electrolysis".

I sand blasted my wife's project. Now she has me doing all kinds of decorating (what I call) junk to hang on the walls. Gotta keep em happy though.

I have wire brushes that fit right on a grinder and that works fast and good. You can get them at an welding store or I know that Sears carries them. The only thing that you want to do is wear safty glasses because the more you use them the more the wires come of.
