Mine did that out of the box, returned it for another one, worked perfect. If it's new, could be defective. FWIW, bought it at an industrial supplier that has a tool repair dept. The tech back there was surprised, but definitely validated that fact it was defective.

The 2131 by design has more torque in reverse than forward. The sound of these guns also deceives one into thinking they are not working right. Is this a tool you have had for a while?Have you tried to tighten something and then checked it with a torque wrench?

If its been dropped, check out the direction buttons on the back, have seen them jammed and did not have full movement in or out.
