I had the same problem, but the fix was different.
I tried to cut down some elephant ear and the saw couldn't do it without the saw cutting off!!!! Elephant ear!! Come on!!!
I called the service center and was told that the muffler was the next place to check. I took the two nuts off the muffler and the spark arrestor fell out---it was about 99% blocked. I then took the whole muffler off and and started it up. It ran like like a saw should run, strong and responsive. Well, the spark arrestor is still sitting in my tool box and the saw runs great!

I was about to suggest the spark arrestor screen until Carolina did! I work at an OPE dealership and we find that clogged spark screens are *very* often the cause of problems. I personally favor keeing them in the machines though, for two reasons. 1. it's illegal for me as a dealer to remove them and 2. they are somewhat like fuses -- you know you'll blow one now and then but if it happens often it indicates a problem...

Ah, the fun of a Stihl saw. Had an 017 once, rebuilt carb, becsue it did the same thing, did not help, the only thing I could get to fix it was to buy a new carb. They have not high speed adjustment on them and if they get any little dirt particles in the high speed circuit, this is the end result. If it ain't too old, take it to the dealer and tell them it will not run, if it is out of warranty, buck up and buy a new carb, about $40-50.00. I know, 1/4 the price of the saw, but with the Stihl the odd number model, such as 017,019,021,025,029,039 etc, compare the price with the even number saws, you get what you pay for.

My old antique Mac saw did this, finally replaced the plastic lines, they looked like cooked spahgetti.

i knowbetter than this: so the mixed gas is fresh & the saw has not set for ages?? pull the strainer out of the fuel tank with a small wire ,check the condition also inspect the small plastic fuel line.. assuming you did pour out old gas & the intertank area looks good its time to look at the carb area..if you have never adjusted a two cycle engine at this point you might consider additional HELP. but you might try backing out the low & high jet1/2 turn ,start saw see if it will rev up, then turn jet screws back in slightly.. if the idle screw is in to far it is almost impossible to set the low jet setting, but if it runs now without the chain moving the idle screw is fine & you probably got blockage in the carb.. i hope this helps somehow
