If you're talking about heating the diesel fuel before injecting it into the engine, no, it will not decrease fuel usage. In fact, both fuel economy and power are negatively affected by increased fuel temps, which is why you see a lot of fuel coolers on newer engines and machines. The cooler the fuel is, the more dense the fuel charge is, and it's able to produce a little more power. Increased fuel temp will hurt performance just as much or more as increased intake air temp.

The only time to use a fuel pre-heater is in subzero weather to prevent fuel from gelling up. As G-MAN said cool fuel is more dense and makes more power meaning less throttle at the injection pump.
