The cheapest code reader I have found is a paperclip. Not sure about OBDII but I know that OBDI in GM vehicles can be read by jumpering socket A to B on the plug receptacle. You just count the flashes of the check engine light.

There are a number of affordable tools from Napa if you have a pre 96 vehicle. That was when they had OBD1. The cars after 96 have OBDII (OnBoard Diagonistic II )you need a pricer tool. I purchased and Actron Scan Tool II I think the price about 3 years ago was about $199 USd. I has served me very well.

what vehicle do you have? many older vehicles have a method for getting the codes out for free.
All pre '97 (minivans and some others to '99) Mopars will blink out the code by simply turning the key on 3 times. ford and chevy also have methods on many of their cars
