15-20 years ago, when no one was taking used motor oil to the oil collection center, I could buy re-refined oil in the auto supply or at the distributor's warehouse. The oil met 'Sequence 5'; new oil met 'Sequence 4'. Today, when millions of gallons of used oil are being 'recycled', there is no re-refined oil to be found. Where is today's 'recycled' oil going and why is there no re-refined oil being sold (at least in Cal.)?

I've heard that some of it is blended with virgin stock, so you buy it and don't know it. Also, some brands, ie Walmart's Tech 2000 oil in Canada is recycled oil. They don't advertise it, but I've seen the cases it comes in and it says it's made by Safety-Kleen, and recycling oil is their business. It's likely the same in the U.S.

11 % of waste oil is burned directly for space heating, often at the facility collecting it

About 45% is "reprocessed" and then burned as fuel for boilers, cement plants, ships, etc.

About 30% is "reprocessed" and goes to asphalt plants

About 14% is "re-refined" and sold as lubricating oil.

You can read about it here:

I have been told that the refined stuff goes into highway construction pavement.
