Stator pulls load / arc from battery

I am restoring an old John Deere 111 lawn tractor and have replaced the original (blown ) engine with a new B&S 12 hp model 282707. The new engine doesn't support electric PTO so I swiched the stator and flywheel from the old one. When I connect the battery the lead pulls an arc and the short is cleared when I disconnect the stator output lead. I have tried a replacement stator but get the same results. The engine repair manual doesn't give me a complete diagram of the tractor but it does show the connection between the battery and the stator as a constant one. Should this connection be cut off by the ignition switch?
It seems like it should be since the stator is grounded at the end of the winding and a constant connection would eventually drain the battery.
