Awhile back I asked for input with verbal desc,finally got picture.General consensus was a bumper bracket straightening wrench.Thats a 12" ruler in foreground.Wrench must weigh 5#,Marked "BEAR" and "FW1 ALLOY STEEL ?? 4HT"
Openings appx 3/8x2.5"

seen those used to straighten bumper mounts bfore...but,the fire dept.down the street from where i work has a couple of those they keep on the truck...they use em to shut off the valve on gas meters on burning houses...
