I made one many years ago. As I recall, I mounted and 6" arm to a pivot point and welded an old 1/2" drive socket to it at the pivot point. I then used a bending beam torque wrench to measure the force. My pivot arm was 6" long so you had to multiple the reading by 2. I believe I also had a threaded stop that could be adjusted to the specified height.

Speedway Motors in Lincoln, Neb. 402-323-3200 has one you use in a vise or drill press and also a stand alone one. They are good to deal with, we buy race car parts from them.

A simple but fairly accurate valve spring tester can be nothing more than a bathroom scale(good quality electronic load cell type perfered) set on your drill press using the drill chuck to press on the valve spring retainer. Should have atleast a 6X6 metal or wood plate between the spring and scale to distribute the load on the scale platform.
