TO20 idling problem

Can anyone help me? I have '50 TO20 that will start easily but will only run for about 30 seconds. I,ve cleaned the whole fuel system and the spark plugs. Is there a possibility that the float is sticking? The tractor sat for over a year without being run and had some old gas in the tank. Also, the baffle in the fuel tank is banging around and doesn,t appear to be attached to anything. The current carb. adjustments are as folllows: Idle screw out 1 1/2 turns; load screw 5 1/2 turns out. I'm thinking there might be a problem with the governor adjustment. I'd appreciate any input.

Take off the fuel line at the carb and see if it is peeing a good stream...and if it is...take the brass fitting on carb off and see if it needs cleaning...it also has a screen in it. If the above don't help...you probably need to thoroughly clean carburator bowl and passages. That 5 1/2 turns for the high speed metering jet seems to be a suspicious character.
