Is there a rule on how far the tungsten should stick out of the nozzle on a Tig torch thanks?

What I've read says 1/2 of cup opening is stick out. Don't be afraid to vary this if the situation dictates. I once had to heat the electrode and bend it to about a 45 degree and stick the electrode out about 3/4" to reach into a key way. many times you gotta do what you gotta do.

Depends on the cups you are using.

I'm using the newer cups and swirl nozzle,
and rule of thumb with those are cup opening
is electrode stickout.

But if you arent using the better cups and
nozzle, then the stick out is minimal.
