Welder Wiring Question

I bought a Lincoln 225 arc welder and want to clear some things up about wiring. I am going to have the receptacle for the welder to plug into on the side of the house outside by my driveway. At my house main panel I have a 50 amp circuit breaker feeding this receptacle,with #6 wire. It will be a short wire run of about 4 feet from the main box to the receptacle.
The wire I bought is 6-3. It is my understanding that a welder needs two hots and a ground.
I will use the three #6 wires for this, but what about the little copper wire that is encased in my wire loom that runs along side of the other three?? Is this smaller bare wire not needed?
Also my main panel ground bar has a large ground wire going to it that comes from the city line, and then a smaller ground wire going from the groung bar to the water pipe. Is this sufficient? Or should I put in a ground rod outside and run it to the ground bar just to be sure? I just want to make sure that with a welder and all now that things are grounded properly.

You only need 6-2 w/ground type SE the bare wire loom would be the ground, no extra ground rod needed. Be sure the the recptical is protected from the weather. Dusty
