Spark Meter?

I recently got a spark meter with some other goodies at an auction. What is it for and how does it work? It is black and about 3" in diameter and 1 1/2" thick. It says spark meter on the front of it and has 2 holes in the back to plug a plug wire into. There is a dial on the front that is adjustable from 0 to 20 and it is marked in 1/2 increments. A small window at the top of the front face has an arrow-like marker inside it that moves as the dial is turned. Any info on its use or purpose would be appreciated.
