Went to Lowes and bought a $300 Bosch Hammer drill with a STS chuck. Put on a Bosch percussion bit and drilled 3/8" holes 6" deep in about 30-45 seconds each. I bought the STS to 1/2" standard chuck adapter to so I can use it as a conventional drill. This has the pneaumatic hammer head and is extremely smooth. It does rotary, rotary/hammer, and straight chisel. It's pretty long (about 18") so it will be hard to get into tight places but it seems to perform well.

Thanks for all the help. BTW, the Black and Decker burned up (AGAIN!!!) so it went to the graveyard (Burnpit).

Glad you got the job done. Even happier ya got a new tool ya like. Those B&D are ok for occasional HD work but not full time. Like yours, mine ended up in the burn pile after 2nd failure.
