Compressed Gas Tank Markings

I am in the market for a set of welding/cutting tanks. Having heard several horror stories about leased/ stolen/ expired certifications/etc., I am interested in finding out what to look for before I go out and buy from a private seller. How do I tell if the tanks are legally owned by the person selling them? Are all tanks with names on the neck bands lease tanks? How often must they be inspected? Where and how are they dated? When you get them filled do you get your tanks back or are they exchanged?
Any info on this subject will be appreciated! Thanks.

Hi CJ,

You need to call your local welding gas supplier as every state is different. Colorado had titles to the cylinders and Arizona you exchange them but buy them up front. My 12cft nitrogen cylinder cost was $80 in AZ. They just took my titled oxy/acet cylinders in exchange for full ones with me paying for the gas. I don't know what kind of problems I'd run into if I went back to Colorado.

I like the exchange program as I always get good cylinders every time with less grief.

The date is easy to spot with about 1/4" high numbers and I think it's every 5yrs for recertifiy.
