Is there a 12 volt starter for an old ve4 that has a standard 6 volt starter already mounted?

Or is there a way I an adapt an existing 12v starter for use on the ve4?

Yes, there are several versions of 12 volt starters for that engine - but the 6 volt starter will work just as well with 12 volts. Keep in mind, the higher the voltage a starter is designed for, the smaller the wires are inside of it - and the less rugged it is. So, a lower voltage stater can always we used with a higher voltage - but you cannot go the other direction. If you try to use a 12 volt starter in a 6 volt system - it will turn slow, get hot, and burn up.
The only variable is if you got to an extreme - like putting 24 volts to a 6 volt starter. It will engage and spin so fast it's likely to break something. For your engine, Wisconsin had the YA-4B, YA-10, YA-19-2 6 volt Auto-Lite MZ-4194, and for 12 volt the YA-18 Auto-Lite MBG-4024. There were also several Prestolite starters.

Using 12 volt on a 6 volt starter is done all the time. DO NOT crank for 30 min or you will burn the starter up but this would also happen on 6 volts. Do not worry about 12 volts on a 6 volt starter.

Most of the Wisc starters are the same, just find a 12volt that matches the 6 volt.
