f163 idler

I am trying to figure out the vacum diaphram type idle system this f163 has.its on a welder and when i run it.it stays high idled like in weld mode.
there is a two wire trigger attached to the diaphram that is activated by a hinged plate connected to the plunger.i assume when the trigger is activated it sends voltage to wherever and decreases the idle.however i cannot get the diaphram plunger plate to activate the trigger.when the engine is running the plunger is pulled towards the carb not back to the trigger.also how does the governor play into the idle system? I sure would like to put an electronic idler like the lincoln welders but i am not sure how to make that work
