What gives a hit and miss engine the hit and miss

I have heard the hit and miss engines at shows, when they idle it is hit and miss but under load its hit-hit-hit-hit-hit
What gives the hit and miss engines that characteristic to hit-hit-hit under load but in idle just hit often enough to keep the flywheel turning?

a crude governor. They fire when the RPM drops enough and it does under a load. These were also called skip fire engines. Under an idle they could skip firing several revolutions before they needed an rpm boost, then it fires once and coasts again using the massive flywheel to keep going.

Most engines we're familiar with nowadays are throttle governed... the amount the carburetor throttle butterfly is open is determined by the governor, to hold the desired speed.

A hit-and-miss engine has no carburetor throttle butteryfly. When it reaches it's desired speed, the governor latches the exhaust valve open, (and in many cases, shuts off the ignition). With the exhaust valve latched open, air just flows in and out of the cylinder through the exhaust valve, and no suction is built up to pull the "automatic intake valve" open, and draw a fuel charge in through the mixer (carburetor). So the engine now just coasts on the momentum of it's flywheels.

When engine speed drops, the governor unlatches the exhaust valve mechanism (and also restores ignition, if applicable), and the engine resumes firing until it again reaches the set point of the governor, and the cycle repeats.
