Wisconsin THD HP/RPM Question

I was under the assumption that the Wisconsin THD engine produced the max hp at 3600 rpm. The old instruction book and parts list manual I recieved today lists the THD engine as 18.0 hp at 3200 rpm and 16.8 at 3600 rpm.

Searching here and other sites seem to disagree on the max hp/rpm. Some specs state 3200rpm/18hp, some specs state 3600rpm/18hp.

I will be driving a 1800 rpm generator head with this engine via belts. I based the size of the gen head on 18hp. Now I need to know exactally which rpm to run the engine at to produce the max hp, 3200 or 3600 rpm. This will determine the pulley size I need for the engine.

My engine specs:
THD
Ser# 4255039
Spec# 277060
Bore/stroke 3.25 x 3.25
my guess is engine is late 60's early 70's but don't know for sure.

Can anyone offer any advice on the correct rpm/hp for this engine?
