Understanding Governors.. FM ZC

I am new to these engines, and I am not sure I understand the system. I have a FM Zc, it is set up so that a spring holds the throttle plate closed, and when the weights of the governor move out with incresing RPM the throttle plate opens more, seems backwords? Is this correct, or is something backwords from the last owner? The governor is broken, where can I get parts for this governor? It is a 1929 FM ZC.

Something is backwards.

The outward movement of the weights should CLOSE the throttle.

Fairbanks Morse no longer supports the old engines, but on their website,

I took apart the fuel mixer, the throttle plate is held CLOSED by the spring when disconnected from the rod, is this correct?
