Briggs 18HP Vanguard

I have a 18 HP Vanguard engine in an Argo. It starts well but is continually reving up and down and never stabilizes. Forcing more fuel causes it to stall, while attempting to make it idle requires contant adjustment of the throttle to prevent it from stalling. It restarts very well but continues through the reving up and down. Is this carburation or something to do with the governor?

These newer small engine have the same problems as car of the 70's. The EPA sayes they polute to much so the manufacture have messed with the carbs to make them run leaner. Open up your jet with the next bigger numbered drill bit will help. I hate the way the later engines run.
