4cyl Wis. fouling plugs

If you could help me, I would appreciate it very much. I have a Wis. engine on a early '80 Ditchwitch R40.I believe it is a VH4D, but not for sure, maybe a VE4.
We replaced the coil, points ,rotar, wires, plugs,air filter.
It runs/starts fine but has a problem of fouling the plugs within a few minutes of running... after cleaning, your good for 10-15 min. working, until they start missing again.
The plugs are black and sooty, not oily. We've cleaned/soaked the carb. but doen't seem to have a way to adjust other than one screw.(We tried it )
If it is running to rich , how do you correct this?
Or what could be causing this problem. Thanks for your help.

SOUNDS LIKE CARBURETION PROBLEM ,CHECK MAIN NOZZLE AND BOWL GASKET FOR CRACKS AND REPLACE AS NECESSARY.IF IT CURES THE PROBLEM MAKE SURE YOU CHANGE THE OIL BECAUSE RUNNING A GASOLINE ENGINE TOO LONG AT A RICH MIXTURE WILL DILUTE OIL WITH GAS AND COULD DAMAGE BEARINGS OR PISTONS.GOOD LUCK.

You didn't mention whether or not it is consuming large amounts of engine oil and smoking. I'm assuming that it's not, since that would be the obvious problem. Oil consumption aside, you are probably on the right track that the fuel mixture is far too rich. Cleaning the carb may not be enough. If an internal gasket is split or cracked so that raw fuel can be sucked into the intake stream, for example, cleaning won't help. If you think it's the carb, then get an overhaul kit and put in all the new gaskets and other parts. And a word of caution. Rich mixture can be caused by inadequate air supply. Remove or disconnect the air cleaner and see how it runs. If the problem goes away, then it is likely that the air cleaner is plugged, choking then engine down and causing it to pull too much fuel (like running with the choke on). Equipment like ditchers, that run in the dirt and dust all the time, frequently have this problem.

It's obvious that the engine is getting too much fuel, and not enough air. Is the choke hung? Either the fuel mixture is too rich, or the air intake is blocked somewhere.

I had problems not unlike what you desrcibed with an Allis Chalmers "B" tractor. I bought from the prevoius owner with his assistance weve done alot of work together. What we did after taking stock out in Champion company was to purchase "hotter" sparking spark plugs.
