Timing Marks on International M - ?? ?? Help??

I am trying to set the timing on an International M engine. The manual says to look for the tooth on the small crankshaft gear (I think lines up with the crankshaft keyway) and put it between the camshaft gear teeth containing the punch marks. Well, the person who punched the teeth must have been hungover. The camshaft teeth punches are spread over 4 gears. The crankshaft punch is offset between teeth. The punch marks make no sense.

Can I set the timing with the igniter rod "Fully" forward and the flywheel set on the ignition/base marks? If somebody has an M engine, and doesn't mind looking to telling me if the igniter trip arm is fully extended or where the key in the camshaft is located in corispondance to the trip, that would be greatly appreciated. I am at a total loss on this one.

The ignitor needs to "trip" at TDC.

Then, about 180 crankshaft degrees later, the cam will push the rod farther ahead, and the exhaust valve will be opening.

Does this engine have low-tension battery and coil ignition, or a low-tension mag?

It has the "L" mag.
