I'm not familiar with the MF but if the sleeves are cast in place, the only way to get them out is to bore them out. This type will have flanges on the outer surface of the sleeve to keep them in place.

If they are press fit, you need a sleeve puller. There should be cut outs in the block at the base of the sleeve or the sleeve will have a slight lip showing. The puller is applied on the lip or at the cut outs. The top fixture will be like a can or large pipe with a cap. A large threaded rod goes through the top of the can and draws the bottom puller up when turned. This pulls the sleeve into the can.

The block will have to be bored to size for the new sleeves and the sleeves will have to be bored after being installed. Sooooo o unless you have a well equiped machine shop, the best thing to do is farm it out to a shop that does it for a living. They are equiped to do the job. It's not something you can do with a drill press or common tools.
