Help-my old jd214 won't start unless I first throw the manual PTO up and down and then GENTLY wigglle the trans control in neutral ( sounds crazy, I know) Does anyone understand this? It's driving me crazy! I also can't seem to get an even cut no matter how I try to level the deck

Check the air pressure in all the tires with a low pressure guage. This may level up your cut.

There is a neutral-start safety switch on each control you mention. Try cleaning up the terminals on each, and if that doesn't help, replace the switches.

Level the deck according to the O.M., and if it still cuts unevenly, the actual deck may have been sprung where a spindle(s) mounts from the blade hitting an obstacle so the blades do not track level with each other. To make it cut right again, the deck will need to be pounded straight and/or the spindle bearing holders will have to be shimmed a bit on one or two of their three mounting bolts to level the blade.

I have done quite a number of these. Start with a new (straight) set of blades, and stick a magnetic level on them, to see if they are level side-to-side and front-to back.
