Hate to say it, but the only way you can get to that valve is to remove the radiator and take the valve cover off. Since you have to go that far, you might as well pull the head and do a valve job. (I don't recall the exactly why, but I wasn't too impressed to how the valves got oiled in a D when I had one apart.)

Here's an idea I happened to read in an airplane magazine a few years ago.
Take out the spark plug and thread in through the hole a length of rope like clothes line keeping one end outside to pull it out again. Roll it over by hand to push the piston against the rope which (hopefully) pushes the valve closed. In a low comperssion engine it may take a lot of rope. I don't think you can do any damage trying this and you won't be out a lot of money.
I'm assuming the D has valve in head. If not it won't work.
