Can someone here make a recommendation as to the possibilities of re-plating an original IH muffler?

I've had good luck using high temperature rattle can silver spray paint (Rustoleum, Plasticote, De Rusto, etc). If you don't leave the tractor parked out in the weather and don't handle the muffler (the stuff rubs off rather easily) a fresh application will look good for about a year or so.

Simply wire brush the muffler, then wash it down with mineral spirits or paint thinner to remove the dust. Spray and let the paint dry. Finally start and idle the engine for 10 - 15 minutes to "set" the paint.

I not sure but think your talking about the frosty galvanized coating.I dont know about the process but Ill say no plater of metals would want a used muffler to go into the plating tank solution due to possible contamination of his solution.
