rpms reving up on their own

Anyone heard of RPMs just taking off on their own and going to 2000-2500. My mechanic says the governor and fuel injectors need rebuilding, between $600.00-$1000.00.
By the way it is a 1968 MF202 w a Perkins 3 Cyl. DE.
Just want to see if he is on the right track.

Yes as a matter of fact. Replaced the fuel pump also. Then had the rev up problem, mech said needed bleeding of air, did that a bunch, still had air and still revved up. Why, what are you thing the problem is.

Mine was a filter change too. Tractor was running just fine. After the change and first bleed, went to the field and was there about 30 minutes or so and it started acting up including 200-300 surging increases in rpm's....scared me to death...thought pump rebuild $$$$$

I went thru the whole bleed process for the second time and found tons of air. So I took the hose off between the filter and pump and rotated the pump inlet end out so that I could put a container under it. It bubbled and slobbered for 15 minutes I guess (about a gallon of diesel collected) and finally the bubbles (looked like soap bubbles) quit.

Reconnected it, cracked the drain on the pump and nuts on the injectors. Cranked till all was clear/spurting, locked her down and cranked. Fired right up. Re did the injectors to insure all were at 100% and that was that. Have been in the field 2 days now and zero problems.
