Not familiar with an Allis but years ago on Ford cars, I used to cut a piece of coat hanger slightly longer than half way around the top of the journal and then grind one end to a long tapered point.Drove one into the felt on each side of the crank till it was flush.Drove it between the felt outer side and the block so the tapers lined up about right. It always put enough pressure on the felt that it always sealed.Made for a quick and easy fix rather than taking the crank all the way out.Never had one to fail.
