Roosa Master Fuel Injector

I have a backhoe with a case 207 engine and a Roosa Master Model DB fuel injector pump. The engine only runs when I let fuel drain from the injector pump's timing window. Does this indicate that the pump needs to be rebiult?

I www'd and found a guy in New England (only does pump repair for a living) and was talking about shipping him my pump for repair. In the process of talking to him about my problems, he said this: "if you release the pressure and the engine recovers, either your pump needs to be repaired or your fuel return line to the tank is stopped up or in the case of your plastic innerds breaking up and clogging the outlet screen, both".

My AC 185 has a roosa master on it with a check valve on top of it ,for the return line to the tank , the ball in the check valve stuck, and it ran like _ _ _ _ . I took the ball out of the valve and it ran great. the check valve is in there in case you tip over you will not leak fuel .
