continental f-140 oil at sparkplug

Hello, I have a jaeger mobile compressor that is powered by a Continental F-140. I can't start it, plugs foul really easy, and the last time I tried I saw alittle bit of oil accumulate around the bottom of the sparkplug. I was told it was probably rings. What else could cause this? Could the vent tube be blocked? please help

Do a compression test and record results for each cylinder. Add maybe two table spoons of 40W oil to each cylinder and redo compression test. If the pressures increase, say, 20 per cent, then your rings are bad. (If the pressures don't increase, then you have bad valves, but I don't think that is your oil problem.)

As for the breather vent, why not just remove it from the engine and check it out. That by itself would not make the engine hard to start. (The couple of engines I have seen with plugged vents lost oil out the dipstick tube or main bearing seals.)
