If the cracks between the sleves are at the top of the block, they shouldn't be a problem. When there are cracks between the cylinders at the bottom of the water jacket then there is a problem. A professional welder should be able to weld the cracks with the proper preparation. They will use a nickle rod that is machinable, and may preheat the block. You will probably want the block as clean as possible, and that can be accomplished by taking the block, with all oil plugs and water plugs removed to a shop that wil tumble clean the block in an abrasive media, usually ceramic pellets, after degreasing the block, this will remove all the rust and paint leaving it clean for welding and painting. The cracks at the top that go from one sleeve hole to anoither won't spread, and the head gasket will seal the water, while the sleeves will seal the combustion.
