Losing oil

I just rebuilt a 158 cid Ford 3000 gas engine.
but I can't get the new oil filter to seal on the block. Oil just pours out around the seal on the engine.
new seal, new filter, old one did the same thing
surfaces look good.fyi original ford can, with filter inside
any ideas????? ?
