I HAVE A LATE 60s MODEL INTERNATIONAL 444 DIESEL TRACTOR. WHEN I HOOK SOMETHING TO THE THREE POINT HITCH THE LIFT ARMS WILL CONTINOUSLY BOUNCE UP AND DOWN. IT IS VERY ANNOYING. DOES ANYONE KNOW HOW TO FIX THIS PROBLEM.

On my dad's 424, the 3rd link was attached to a bellcrank on the tractor end. The bell crank was spring-loaded to the draft control valve. When I would screw around with the draft control lever settings, the tool would tend to jump around when the draft control tried to work.

Also, the spring eventually cracked, and Dad was too tight to replace it. May have been part of the problem !

I think you my have a leaking cylinder and the position control is trying to maintain position. the fluid leaks out a bit and then the control reacts and tries to maintain the set height but it leaks down again and the cycle repeats itself. My Ford 4610 does this when I have a heavy weight on the 3 pt hitch and the system pressure is high.

JLB is on the right track but it may not be air. If your seals on the internal cylinder are bad it will leak down and the draft control once to correct it. Do you have an I & T shop book for the tractor?

I haven't worked on this type tractor, but on the Ford tractors this is called hicups and is caused by air in the hydralic system. On Fords the side mount pump usually has a defective seal on the wobbler shaft permitting it to suck air in while the pump is running. I would assume the cause of your problem is the same. They won't do it with nothing on the lift arms, only when weight like a bushhog etc is being raised. It causes the system to bleed down rapidly and the draft system is constantly trying to compensate for the pressure loss.
