IF YOUR TRACTOR HAS HAD A DELCO ALTERNATOR ADDED, INPLACE OF GENERATOR, LOOK AND SEE IF THE COOLING BLADES MIGHT BE TOUCHING THE BRACKET

First off it can't be a 1947 9N because the last year 9Ns where built was 1942. Now that said it could be a 1947 2N. You most likely have a bad govanor and when they go bad they can make some odd noises. 9Ns where made from 1939-1942, then in 1942 the 2N came out and was made from 1942-1947 and in 1948 the 8N came out, there where a few 8Ns made in 1947 but there still called 1948s. The 8N was made from 1948-1952 when the Jubilee came out in 1953

Tractor serial number is on the left side of the engine block behind the oil filter. Its stamped just below the head. It will start with 9N and look sort of like this 9NXXXX. Then take that number and look in research&info on the left of this page then serial numbers then ford then 2N and see where that number fits in.
