Rebuilding Ferguson TO30 Rear axles

I am rebuilding the bearings and seals on my TO30"s rear axles, but the diameter of the portion of the first axle, where the outer cone bearing and shrink collar, seems to be too small after cleaning it up. One point that confuses me is that the the ID of the cone bearing is 1.998" and the ID of 2 new cold shrink collars is actually larger, about 1.998" - 2.001" (I actually found one web site that specified the ID of the shrink collar at 2.004"). This doesn"t make any sense to me, since the collar is intended to hold the bearing cone in place. I would think the bearing would be a light press fit and the shrink collar would be smaller so after heating and pressing on, it would shrink to a very tight fit to retain the bearing cone. Am I wrong in assuming that the shrink collar is intended to provide the primary axial retaining force for the bearing cone? Is the bearing cone itself supposed to be a pretty substantial press fit? Also, does anyone out there know what size I should shoot for when knurling the axle diameter back to appropriate fit with the bearing and shrink collar?

Ray, If the axle is undersize ,the bearing was loose and wore the axle. The cure is to metal spray the axle up to size,
heat the bearing to install it and also heat the lock ring to install.
