How do you adjust the wobble out of the front tires?

It shouldn't wobble, do you have a bad rim, or bad bearings?

When I lifted the tires off the ground, the bearings seemed find although they could use a repacking. There is no major rim damage. When they wobble the whole front linkage moves, making me suspect something in the sterring box. The center arm that comes out foward of the box that connects to the linkage, can that be worn and can it be repaired?
