The engine has been running rough when I discovered that one of the fly weight springs was broken. When I removed the distributor I noticed that the well the gear was in is void of any lubricant. What do I use, there is a set screw in the side of the mounting casting so I'm guessing 90wt oil?

The set screw is so you can install a grease zerk (temporary) and give it 2-3 shots once a year. Do not over lube.

If you have an IH distributor, I don't think there is a seal between the gear housing and the distributor, so you wouldn't want to use oil!

AFAIK, they had grease in them, originally. I use wheel bearing grease. Don't put too much in there!
