WC Allis to fast

I need a llttle help here guys been pulling our wc in modified 4500 we have done a little to it and it does a good job except I have trouble keeping under 5 mph it has a steel rearend and am wondering if I can change pinion gear to slow down we are running 36" rubber like to keep them on as they hook good we could go to 28" but the 36" have a better bite we are pulling in 1st gear thanks for your help TJ

rpm of our engine is 3500 we are good at this speed, tire size is 12.4 36 field and road on F20 Farmall wheels we could go back to 28" wheels I would like to find a set of 28" wheels with a 6 bolt pattern we need to get away from the heavy cast center of the WC thanks for your input TJ

Change tires to smaller size or rims & tires 2 change your gear ratio.
