What you need is the IT IH-8 manual. Remove the oil filler on the pump, You will see a rod with a nut on the end toward the back, it also has a locknut. Loosen the locknut, to turn more fuel, turn the rod clockwise. you can tell by the smoke it will produce. The high and low idle can be adjusted with the two small set bolts inside the same chamber, you will see them once you get oil filler off.

one other option is to install an electric fuel pump to push the fuel through the pump quicker this should give you more fuel flow. also you can get the injectors bored some to increase the amount of flow into the engine, but if you dont increase fuel pressure, it will run like crap

theres only one thing really you can do and that is to replace the drive gear with one that will turn the pump faster, this might require some grinding to make it fit properly, and the gear will have to be made by a machine shop so it'll cost ya a good chunk of money, but it can be worth it.

I was told the early WD-9's had a Robert Bosch inline pump until WW2 cut off that supply, The Bosch would hold alot of potential, or get one off an 830 Case, if it could be made to work on a 9
