Do smaller tractor pulling clubs really need insurance. The sled we hire has ins. but our club don't could this be a problem.

It depends on your tolerance for risk...the sled operator has insurance that probably only covers himself and his equipment, my experience is the pull organization is also gonna be fair game to lawyers...

Our club is an affiliate of the Early Day Gas Engine & Tractor Assocation, [EDGETA]. And all of our club events including pulls are insured through this affiliation. All pullers must be current dues paying members of some EDGETA branch. It doesn't have to be our branch, but they can join the day of the pull if needed.
