The very 1st thing to look at is the air inlet to the air-filter..CLEAN it..!! It probably has mud-dauber nests in and caked dirt in it... Then the tube from the air-cleaner to the carburetor....especially up near the air-cleaner will probably have caked oil and dirt... Take the air-cleaner off and soak it in Mineral Spirits...agitate it and be sure it is not plugged .. I always liked to increase the RPM's about 150 RPM to give it a better chance to pull through "tuff spots"... Other than this...basic mechanical measures will make a difference.. If it can't get air, it will never make it's best power...

Will it spin out in 1st gear? What HP is it putting out on the pto dyno right now. Is she sound or worn out? Just adding high octane fuel and a larger carb will drop the HP instead of increasing HP.
