Tall/Skinny vs. Short/Fat Tires

I just picked up a Twin City KTA. It has 24" factory rubber. I'm wondering how fat 24" tires would compare to tall skinny 38" tires on like a model M-M U. Can an 18.4x30 compete with a 15.5x38 in classes? I'm sure loose/hard dirt and speed limit/open classes make a difference too.I see many an Allis WC pull great with small tires. What can some of you seasoned veterans tell me about this? I'd like to compete with a KTA.

If it's a speed limit class where you can go up some gears to get the same speed as the others, I'd take the 18.4-30s over th 15.5-38s about any day.
