What is the bore size? How many hours are on the rebuild? Before turning up the HP, make sure the engine is broke in. A fresh engine, and tuning it right of the bat is quite a headache, During the break in process, as parts seat in and start sealing, factors in the cyl change mainly compression pressure. As the rings break in, the pressure fluctuates in all the cyls, until the rings, and the valves properly seat in. So, if it does have a few hours on it, start off by running a compression test. Stock pressure could range from 95-125psi. Good pressure numbers to look for, is over 150psi cranking. Does your H still have the small carburator? Is it getting enough fuel? at full throttle, open the main fuel adjustment screw out, if it is getting enough fuel,, it should run rich, or smoke out the pipe, or muffler. If not, you may need to rejet the carb for more fuel. Have you done any thing else to it? rebuilt parts, governor, distributor? ChadS
