Oliver 1600 Carb Parts Problem

I'm working on my friend's 1600. He's got two problems. It keeps starving for fuel under load. I'm not sure we got the right carb kit for it. The float valve opening seems to be way too small. I don't have any old parts to compare to. Also, the main jet adjustment can't be made too rich and that tells me the main jet isn't big enough. Maybe this tractor has the wrong carb on it. It's a TSX 63 868. I'd appreciate any help with this.

that is the right carb .... the 807 -1650 is a better carb though, the throttle shaft is different..... email me if you want to talk options on working on that carb or finding a better one, or trading for a rebuilt one.
