Click on midwest fasteners.com.No.166 or 167 should get it.The jd spring being shorter you may need to readjust.The screw close to where the spring hooks limits top speed and probably neeeds screwed in.The other upper one is idle back it all the way out. Adjust the linkage on top of the cylinder head until you get full travel and the spring is loose at closed throttle.Your real problem is probably binding in the linkage between carb and gov.This will cause too fast idle and sluggish gov.Loosen evything and pull the pin out of the horizontal shaft between elbow and carb. realign until shaft moves FREELY.Good luck.

Must be doing something wrong, went to midwestfasteners.com. All I can find is welding supplies and some bolts and nuts, can't find any springs listed

Thanks for the help. The last time I worked on the governor I think I found some binding where the linkage from the carb hooks to the top of the governor. Seemed to be a bit smoother after that. I backed off thelower bolt in the governor to try to pick up some RPMs and think I need to turn it back in a bit because it surges. I think I am starting to understand it a bit better.
