Yes, the idle cuircuit is plugged, like I mentioned, if it is running rich at an idle, and no adjustment works, the idle passages is plugged up. it will lope, smoke, cause it has to pull fuel from somewhere, it is like a bypass when the idles plug,, it runs off the main jet. You need to remove the carb, and tear the throttle body apart, check the throttle shaft bushing, there is a slot in the throttle shaft where, which acts like a vacuum secondary. it basicly switches the vacuum in the carb from the idle cuircuit, to the main jet circuit in the carb. usually, debris, gets hung up in this area, also when you remove the venturi, there is a few holes in the throttle body casting that may be plugged up there too, easiest way to clean it, couple of cans of carb cleaner, and a good high pressure air hose, to blow out the debris. When you use the air, you should be able to feel air come out of all the holes throughout the bore of the carb, if you do have air coming out of all of them, then it is unplugged, if not, you still have a restriction in the passages. I have had carbs come in here that have been gummed up, broken, and plugged, the big carbs have a regular srewdriver plug beside the throttle shaft,,, in the throttle body,,,, this is a good place to blow the compressed air, and carb cleaner through.
