What is the "just the right amount" of compression? 8:1 or something?

Depends on combustion chamber shape, undersqure of over square engine design, cam timing, fuel octane & flame speed, rich or lean mixture, engine temperature, ignition advance to name a few.

OK I Allways Hear of 8 to 1 Or 10 to 1 can you tell me in PSI At the plug Hole . on a cold engine

No more than 250 PSI. Above that, it can hurt your horsepower. I always try to stay around 200-220 PSI cold cranking compression.
